Problems: Watts breached the Ministerial Code of Conduct by accepting free accommodation in Doha from Qatari Ministry of Foreign Affairs for himself and a staff member. The code requires that ministers only accept gifts (and services and other benefits) in accordance with the Gift Guidelines, which limit gifts from official or government sources to $750 unless the minister pays the difference. The staff member is also in breach as the guidelines apply to ministerial and electoral staff and ministers' families.
